Statement by retired U.S. Air Force Lt.-Col Don Ware
The President of the Canadian Action Party, Paul Kemp, maintains countless, very detailed, very off-the-wall “Urantia” web sites depicting a synthetic interstellar religion involving humans and aliens from hundreds of other worlds. Kemp advocates for a theocratic one-world government in an interplanetary, interstellar federation.
Here is just one of Kemp’s web sites: “Other Worlds of Space”:
If you click the last orange rectangle at the bottom in the left-hand menu, labelled

, you should find a statement by this former U.S. Air Force officer, including the following “beliefs” and assertions:
Retired United States Air Force
Lieutenant-Colonel Don Ware
In 1952, at age 16, I developed a strong curiosity about flying saucers after observing seven of them over Washington, D.C.
They were in the restricted area over the White House. I later attended Duke University, and the greatest lesson I learned was how to think. I read all I could find about UFOs throughout my 26 years as an Air Force officer, and I came to know six people in the service who had seen alien vehicles up close.
In 1970 I earned a Master of Science degree in Nuclear Engineering with the idea in the back of my mind that it would help me to understand the advanced science of our visitors. After exploring much of the world, I retired at age 47 and became a UFO investigator. […]
In 1989, after studying and learning more about the non-physical aspects of the universe,
I was used by a higher intelligence to send a message to the generals at Eglin Air Force Base.
I had worked there for three years as a test manager. I did not understand what the message was about, because it was slightly garbled by the channel through which it came.
However, I chose to act upon it. The message was apparently of considerable significance to those for whom it was sent. I now see that that choice of mine was the passing of a test that allowed me to have further participation in the transformation process.
I then received 15 messages through seven different sources that appear to have come from a higher intelligence, each using one of three telepathic processes. I started to pay attention.
One of the messages said, “…Individuals such as Donald Ware have a mission whether they have yet fully recognized it. They are to show that science and spirituality are two sides of one coin and cannot be separated…” This is quite a challenge, but I chose to accept it. I think that many people, some in important positions, have been given similar challenges.
General Assessment
I see a connection among the various “UFO” stories that have survived through the millennia, stories often recorded in religious writings. Some involve transformational issues.
I accept the idea that intelligent life is abundant throughout the universe, in both incarnate and discarnate forms
. We continue to live after shedding these physical bodies. Our true being is the spirit within us, rather than our bodies. For example, we do not become less of a human being if we lose an arm or a leg.
Evidence from thousands of ‘UFO’ cases and related phenomena indicates that the normal means of communication by higher intelligence is telepathic, whether that intelligence is an alien in physical form or an unseen spiritual teacher. The direct projection of thought allows communication between beings with different physical form.
A higher intelligence that chooses to read our thoughts can do so. Communication with higher intelligence now involves many people around the world.
Millions of Americans are participating in a hybridization program with short beings from Zeta Reticula. The resulting hybrid has a larger brain and greater telepathic ability.
The new body is being developed to house our souls as many of us Earthlings join a galactic society. This same body will house some Zeta Reticulan souls.
This is a joint human/Zeta program. I think that communication with some world leaders long ago led to alien liaison.
The main reason alien liaison is increasing now is because our planet is being transformed to support a new world order.
This process involves the evolution of the soul. The new order is destined to support a learning process that is one step beyond the human experience of free-will choices.1
… the new world order can become what Jesus described as heaven on Earth.
I think the Bilderburgers [sic], the Tri-lateral Commission, and the Council on Foreign Relations in America is influenced by alien liaison.
I think some of their members have accepted a challenge to help bring about a new world order just as I accepted a personal challenge in 1989 to help bridge the gap between science and spirituality.
I think many members of these groups recognize that having a government that can speak for all of the people of the world is a prerequisite to joining a galactic society.
However, because of strong nationalistic feelings, there is strong resistance to establishing a world government. This resistance is driven primarily by greed, hate or fear.
I think these are feelings that we can overcome, given some divine assistance. Fortunately, I see progress being made. We now have only one super-power in military might.
Economies are coalescing into three major economic blocks, and advanced communication and transportation systems are allowing a great inter-mingling of societies.
— LT. COL DON WARE
______
1 Code-language for Communism?
2 This is totally Communist. In Europe, the Communists go wild for the high-speed bullet trains, which can cross a continent in a couple of hours. Lieutenant-Col. Don Ware speaks of “coalescing economies” and “three major economic blocs”. This indeed is being done now, and the smell of creeping Soviet Communism lingers over all. As Professor Grigorii Ivanovich Tunkin — Soviet Russia’s pre-eminent specialist in international law — states in his chapter segment, “Marxism and the Problem of a World State”: “Various forms of state unions of socialist states are possible on the path to a classless, stateless communist society.” (p. 374). And again: “The creation of a world Federation or another form of uniting free states and nations is conceivable, therefore, only on the path of liquidating private ownership, exploitation, class and national contradictions, on the path of constructing socialism and communism.” (p. 374). Much has been said elsewhere on the Marxist penetration, and the KGB penetration of the Catholic Church and other branches of Christianity. Is there any reason why a specifically pro-Soviet religion would not have been set up by the Skull and Bones entourage that has been so involved with setting up totalitarian societies in Russia, Germany, and even in America (Roosevelt’s inauguration)? The Urantia religion as preached by figures behind the Canadian (Soviet) Action Party, is at basis, a pro-soviet religion.
Afterword:
“the last card is the alien card.”
Have we indeed arrived at the imminent point of global government takeover? Will they play the “alien card” after the “Covid-19 card”?
Are we witnessing the last-stage preparations for striking mass confusion into society?
This may well be the case, because the Canadian Action Party’s recent former leader, Connie Fogal-Rankin is a Communist. Her late husband, Harry Rankin, was a Stalinist. Both Connie and Harry have closely colluded with veiled Communist Quebec City lawyer Guy Bertrand who is a founding member of the Communist Parti Québéecois whose 1972 manifesto calls for a Communist state of Quebec in a new regional structure formed by refederating Canada.
The month before the 1995 Referendum, Bertrand filed a spurious “law suit” into Quebec Superior Court, allegedly to stop the Referendum. In fact, his file was collusive; he was working to overthrow Canada.
The very next year, Bertrand is a guest out West with Connie Fogal and Harry Rankin, at their home, and holding public seminars with that pair in Western Canada on “Canada After the Quebec Referendum: What Now?”.
On one hand, the Referendums under the Communist Parti Québéecois are designed to dismantle Canada and refederate its parts into the new regional Soviet system. On the other hand, the goal of the C-SAP is a public vote on annexing Canada into North American Union. These are two Communist groups working together to dismantle Canada coast to coast, and merge the remains North to South into the USA and Mexico.
The CAP party founder Paul Hellyer who held Canadian cabinet posts under Louis Saint-Laurent (who announced world government to the UN in 1946), and two Red agents (Lester Pearson and Pierre Trudeau), is promoting the notion of aliens as “partners in development”.
Meanwhile, CAP president, Paul Kemp and his friend, Lieutenant-Colonel Don Ware, are giving us alien telepathy, alien-human hybridization (extreme “multiculturalism”), and finally global government with Jesus, God and Zionist Stars of David mixed into the apparent Soviet Marxism of the Urantia Book, which some have called a “Skull & Bones spinoff”.
Paul Hellyer in his bid to seem as though the CAP was defending Canada against annexation has denounced the Bilderberg, the CFR & the Trilaterals in his book Goodbye, Canada. Hellyer states the “power of the Bilderbergs is to fear” and calls to abolish the related international structures, the WTO, the IMF, etc.
However, he is now preaching aliens and chasing UFO’s, in the same party where Kemp is preaching his UFO religion which adulates the CFR, the “Bilderburgers” and the very same Trilateral Commission as agents of alien visitation and of God; while presenting Lt.-Col. Ware who telepathically channels the aliens, and true to the text of Paul Kemp’s Urantia Book, Ware thinks Bilderberg, CFR and Trilaterals are working for the aliens to bring about a New World Order of “love” required by interstellar Jesus before we humans can enter galactic society.
Hovering in the midst for awhile was the new leader, Andrew Moulden. He had been parading around in a U.S. Naval officer’s uniform that doesn’t belong to him, and which is some kind of offence in the U.S.A. Moulden had his picture taken in it, saluting, and presents it in an oddball book he claims to have written on brain science.
Moulden is even more off-the-wall than Kemp and his ditsy Colonel Ware (who is surely not communicating telepathically with aliens, but is possibly schizophrenic, unless the two of them are Communists acting out roles). Moulden thinks he is the “King” of the “New World Order”. And yet, he’s “leading” a political party to defend the sovereignty of Canada?
Communist Connie Fogal-Rankin, prior to Moulden, claimed to be “fighting” globalism to protect Canadian sovereignty. While, again, Col. Ware (via Kemp) says resistance to the new world order and attachment to
In my opinion, the whole Canadian Action Party and all of its activities evince a bona fide foreign covert intelligence operation with a focus on mass population mind-control. By sending out mixed signals in all directions, these Reds who pretend to “fight for Canada” will keep Canadians uninformed and distracted while they and their colleagues are busy taking the country down.
Judging by the zombie-like mask-wearing cult that has emerged under the onslaught of pandemic lies, the world’s peoples are desperately out of sync with reality. They may very well be ready to embrace a holographic saucer descending from a Mother ship as their ultimate salvation.
